Howdy:
I'am at a friend house helping him with a poster I need to make a stroke border using CS3, and my little mind is compleatly blocked. Please help ASAP.

pick you color in the color picker for the border
Ctrl A to get the marching ants
highlight new blank layer
edit, stroke

if you don't want the stroke right on the edge, use the rectangular marquee tool to draw your "selection box" just a bit inside the edges. Then edit>stroke as described by Kimi
