Try this it can be very effective.

Open your photo.
Control J to duplicate.
Control I to invert.
Control + Shift + U to desaturate.
Set Blend Mode to Colour Dodge.
Go to Filters - Blur - Gaussian Blur. Apply a high Radius.
Reduce Opacity to about 60% *
With top layer selected - Control +Shift + Alt + E.
Now adjust Hue and Saturation and then add a texture.
Hope you'll try this method, I've no idea where I got it from but it works.

please post your sketch of Chelan when it's finished.
If you're using PSE 5 or 6 to increase the colour play around with Colour Variations.
