Then did the following in PSE6.
1. Duplicate image by dragging it onto the Create New Layer icon, in the main menu select Enhance > Adjust Color > Remove Color (Enhance > Desaturate in PSE4)
Duplicate this layer by dragging it onto the Create New Layer icon.
2. Reverse the colours in the top layer by using the keyboard shortcut Control - I.
3. Colour swatch by pressing D to ensure foreground is black and background is white.
4. Select Filter > Distort > Diffuse Glow and adjust settings: Grainness 6, Glow 5, Clear 13 (or as desired).
5. Invert the top layer again by pressing Control - I again and reduce opacity to around 50-55% (or as desired).
6. In the layers palette click on the Create Adjustment layer icon and select Hue/Saturation from drop down menu. In the dialogue box select Colorize and make the following settings with sliders: Hue +38, Saturation +18, Lightness -11 ( or as desired). Click OK.
7. Flatten, resize and sharpen as required.
