I promised this to Bernell a few days ago and I am just getting something down now. (sorry)
Open your image
Ctrl J to make a copy, this layer needs to be highlighted
Image, resize, canvas size (make sure relative is checked)
try 1 inch in each box. I used a web size and that worked fine. You may need to go bigger or smaller depending on your image. Ctrl Z to undo if you don't like it and try again.
your top layer should still be highlighted
Hold the Ctrl key down while you hit the add a new layer icon. This will add your new layer below it.
hit "D" to set your default colors to black and white
black should now be on top in your color picker. Alt, backspace will fill your blank layer with black
Highlight your image copy once more and Ctrl J to make another copy.
Highlight the lower copy. Ctrl click on the image thumbnail to get the marching ants
hit "X" to reverse your default colors. now white should be on top. Alt, backspace to fill with white.
you will see no difference. stay on that layer
go to blur, gaussian blur. now blur until you like the results.
Done.
