You can animate anything you put your imagination and lot of layers too. :D It all gets saved as gif for the animation in the end anyway - so as long as PSE/CS can open it you can use it.

For something really easy, just use one of the stock custom shapes - a snowflake, just to keep it seasonal.

Draw one out on a layer, then duplicate that layer and move the snowflake a bit.

Duplicate THAT layer, and move the snowflake again - keep repeating until you get 6 or 7 snowflake layers.

Now click File>Save for Web, and mess around with the gif animation settings ;)
