Am I right in thinking you need Photoshop to make brushes?

I believe you can make brushes in PSE%5 or 6 not sure of the lower versions. I have made brushes from photos and designs in 5. Nothing I would enter but I have made some.

I made brushes in PSE3 - the werid thing about Photoshop/Elements is that brushes aren't backwards compatible. So if I make a brush in PSE3, I can use it in PSE5. But if I make a brush in PSE5 it may not be usuable in PSE3.
