I can't seem to get my photo the proper size for an avatar which I believe is 100 x 100 with around 15.5 Kbs total. The closest I can come is 100 x 100 @ 180 resolution for a total of 23 Kbs. Tried 40 x 40 @ 72 resolution and came up with 19.8 Kbs, but it was blurred. I'm uploading from My Pictures on Adobe.
Have read old avatar topics from 2007, but they don't seem to help.
Any advice would be greatly appreciated.

Try reducing the quality of the saved JPG. Lower it to 50-60% and it should cut the file size down to the requirements.
