I've done some testing and it seems all notifications are working properly now.
(Technical explanation, mostly for me to remember what happened previously ;-) Initially notifications weren't happening because of spam protection on recipient email servers. I routed email through a trusted mail server, however the new firewall was causing intermittent issues getting to the mail server. I rearranged the server behind the firewall, and all seems better now. Unfortunately arp caching in the ISP switch took a few hours to timeout before everyone could get to the forum again. All should be smooth sailing now I hope.)
