Here are two links that I used on my faded roses picture in the rolling gallery.

This one is for the frame:

It is written for Photoshop, but I was able to work around the differences for Elements.

Here is the tut for the faded roses. After working all the way through the tut, I combine all the layers except the bottom layer. Then I lowered the opacity on the second layer.

Click on the link for the frame and scroll down below where it says "smart objects" and start with Step 1. I ignored all the references to the smart objects because I am using Elements. You can work through the tutorial without using those. If you need any more help, give me a shout!
