In CS2/3 version of ACR as well as in Lr, there is a spot removal function enabled. Designed for spot removal, it also works perfectly for this type "fix". You get to set the target area, size and donor area where it will blend in a fixup.
The split toning is also accessible from the additional tabs available in CS2/3 and Lr. You get to select the tone and saturation level for highlights and shadows.
Some claim that with the full range of tools available in ACR/Lr, the isn't much need for additional editing in Photoshop - for me I find I still like to get more control over the local adjustments available in the editor.
On another topic, one of the things I like to play with is the white balance just to see what the effect is on the image - sometimes ugly, some times a neat effect. In your pics, the statue really works with this - here is an example or two.
