I'm trying to add a border around a picture and am following some instructions I found in a posting but now can't find the original posting. Can anyone tell me where the New Layer Icon is?

One of the steps is to hold the ctrl key down while hitting the add new layer icon.

I don't have 6 but look around the layers palette for something that looks like a sheet of paper with a curled edge. Or hold your mouse over the icons there and it will tell that the icons are
