The crop tool in ACDSee Pro 2.5 automatically provides grids for thirds:

Thanks to all. I actually am cropping first and then trying to move the picture. I will try moving the picture then cropping. I'll also check out the tutorials posted above. Ughh...I tend to be a perfectionist so I try to be exact when I adjust to the rule of thirds. Maybe once I do this long enough I will be able to just eyeball it.
