I take a crystal clear photograph (the girls), delete the background and add another one. I use Ctrl T to size the cutout of the girls down to fit in the smaller background and they are now blurry. I don't understand why I lose clarity when making something smaller. I do understand if I were to enlarge it.

Can anyone help me??

You can see the outline is clear and the girls are fuzzy.

Jen, instead of using Ctrl-T, try using Image>Resize>Image Size on the original image of the girls. Click on Resample, select Bicubic Smoother, and then reduce the linear dimensions while leaving the ppi unchanged. After resizing, drag or paste the resized image onto the second canvas with the frame. Hopefully, the embedded image will be sharper.

That made a major difference, Jen. Chuck you should write that up and put it in helpful hints or tutorials, that worked great.
Jen, glad it worked. Ctrl-T is very convenient, of course, but it doesn't give you any control of the resampling that takes place when the image is made smaller (or larger). Sometimes it doesn't matter; however, when it does make a visible difference, the Image Resize>Image Size dialog provides the most precise control of resampling. Extra work, but the results make it worthwhile!
