Photoshop Creative

When I have one picture & one texture, I place the texture on the picture & use a blend mode. It looks fine until i grab another texture. I cant place the new one on top of the first picture without the picture moving. I try to place it under the picture but it wont let me drag it underneath. Do I have to save it first? Any thoughts?

What do you mean by the picture moving??? You can't put anything under the image if it is a background layer, change the name of the background layer and then you should be able to put something under it.
