I have just upgraded from Version 4 to Version 6.
I can't find Spatter or Ripple type of frames.

I did find ripple edge in the frames portion of the create menu, Could make own by increasing canvas size, selecting to own layer and spatter/apply bevel.

The way frames are implemented in PSE6 is different from PSE4. In PSE4, frames are made via actions (.atn files), in PSE6, frames are a different kind of effect... and I must admit I don't know how to master this kind of beast!
The good thing for you, if you have kept the PSE4 version together with PSE, is that you can recover the atn files from PSE4 and install them as actions in PSE6.
You'll find the atn frames actions in:
C:\Program Files\Adobe\Photoshop Elements 4.0\Previews\Effects\frames
(for Windows)
Installing them in PSE6 has been described in other discussions here. Please state if you are running Windows or Mac?
