Please tell me where the DL texture goes after its been unzipped. Do I have to have lightroom to DL any of the things on his website?

Im assumming they all go in the presets folder but where? I will be putting them in PSE4

That texture is just a .jpg. Treat it as a background paper or a picture and drag it onto your photo. Keep your textures wherever you keep other goodies you get for Photoshop use, like backgrounds, embellishments, etc. I have a folder called Elements Stuff and then have all sorts of subfolders under it, one of which is Textures.
