It's not that difficult at all, Tennie.
Convert to B&W with whatever method you like,
Use levels to get rid of some of the gray (move both the right and middle sliders to the left). Flatten the image.
Use the Dodge Tool to paint with white and get rid of whatever you don't want. I go with the default settings, Midtones, 50%, and just work away at it. You may need to finish off with a Bright/Contrast Adj Layer and maybe even add some film grain if the mood strikes you.
Google "Photoshop Elements High Key" and you'll find a number of how-to tutorials. It's usually easier for me to see a short two or three minute video than to try to understand a narrative explanation. Use "Elements" in your Google query or you'll get Photoshop tutorials that require you to think about some work-arounds.
