My unbiased opinion is, "That sure is a fine looking second grader!"
When I moved to Wisconsin in 1972 seeing a covey of Bobwhite Quail alongside country roads was not uncommon. I haven't seen one in years and my NG Field Guide says, "At northern edge of range [clearly Wisconsin], numbers have greatly declined over the last couple of decades." I have another field guide, "Birds of Wisconsin", and that one doesn't show any type of quail.
Soooooooo, that's my proof ... this dude (it's a juvenile) that's been hanging out in my backyard for three days now clearly qualifies as an exotic bird as far as Brookfield Wisconsin is concerned.

The fact that I have been putting out a small pile of chicken scratch in the same place every day might have something to do with him hanging around
